Workshop 4 - 09:00 to 12:30 Digital and Data Sciences for precision medicine – from projects to reality
Status update on the Health Data Hub initiative

At the presentation of the Villani report, the President of the Republic indicated health as one of the priority sectors for the development of artificial intelligence. He announced two major actions: the creation of a "Health Data Hub" and the expansion of the National Health Data System (SNDS). On May 16, 2018, Agnès Buzyn, Minister of Solidarities and Health launched a prefiguration mission to instruct these two actions.
In its report submitted on October 12, 2018, the mission - led by three experts: Dominique Polton, president of the National Institute of Data in Health (INDS), Marc Cuggia, professor of medical informatics and hospital practitioner at the University Hospital of Rennes and Gilles Wainrib, Founding President of the start-up Owkin - proposed a roadmap for the operational implementation of this platform. The minister entrusted this action to the director of the DREES (Directorate of Research, Studies, Evaluation and Statistics of the Ministry of Solidarity and Health).
Such a platform, facilitating interactions between producers of health data, users and citizens, under high security conditions, is essential for the emergence of innovations in the field of research. It is also required by the institutional actors (ministries, agencies and operators) to carry out their missions. It is indeed essential to mobilize health data to inform the decision-maker, to conduct health safety missions and avoid crises, or to develop a more and more personalized medicine available to as many people as possible. Patient must be given the best possible chances.
Why does this platform does not already exist? The obstacles are not technical: the data processing technologies are mature and the data exist. Whether produced by the health care system, professionals or patients themselves, health data are an extremely fragmented asset. In France, access to each health data base is governed by heterogeneous rules - sometimes complex. Requests for access and matching different sources sometimes take several years to complete. The actors consulted during the prefiguration mission expressed the need for a single access point, ensuring simplified, effective and accelerated access to data.
Beyond access, the technological and human capabilities required to analyze data in a secure environment are often lacking due to the dispersion of resources. Barriers are also cultural. New technologies, laws and methods of work intimidate and the value of the data - especially its sharing - remain unknown. It is therefore necessary to offer a critical size in terms of competence and mutualise some of the investments and efforts made. With this in mind, the Health Data Hub will recruit engineers, developers, data specialists, medical, legal, cybersecurity and other experts.
